Practical Hands-On Programme

NCPS recognises the vital importance of real-world, hands-on training in preparing officers for the challenges of public-facing enforcement roles. This training module supports officers in applying core knowledge within dynamic operational environments where communication, professional conduct and public trust are essential.

This practical training programme is designed to ensure enforcement officers are equipped with the skills and confidence to engage with the public professionally, de-escalate conflict, issue enforcement penalties fairly and uphold public safety through lawful, proportionate and consistent action.

Programme Overview

Training leading to operational deployment in public enforcement roles must cover the following areas:

  • Session 1: Regulatory Compliance
  • Session 2: Community Engagement
  • Session 3: Evidence Collection
  • Session 4: Situational Control

Session 1: Regulatory Compliance

Aim:
To enable officers to lawfully and confidently enforce local authority regulations and issue penalty notices.

Objectives:
By the end of this session, learners will be able to:

  • Identify key local authority regulations relevant to public enforcement (e.g. littering, dog fouling, PSPO breaches)
  • Understand the criteria for issuing Fixed Penalty Notices (FPNs)
  • Apply procedures for issuing notices clearly and confidently
  • Record and justify enforcement decisions in line with policy

Session 2: Community Engagement

Aim:
To promote voluntary compliance through professional public interaction.

Objectives:
By the end of this session, learners will be able to:

  • Use clear and respectful communication to influence behaviour
  • Recognise the signs of escalating conflict and apply de-escalation techniques
  • Handle verbal disputes with professionalism and confidence
  • Maintain impartiality and a calm presence when challenged by the public
  • Demonstrate a customer service approach while enforcing regulations

Session 3: Evidence Collection

Aim:
To ensure accurate and defensible recording of enforcement activities.

Objectives:
By the end of this session, learners will be able to:

  • Operate body-worn video (BWV) equipment in line with policy and data protection guidelines
  • Gather and record witness statements where appropriate
  • Complete enforcement documentation and reports to evidential standard
  • Preserve integrity of evidence for potential legal proceedings

Session 4: Situational Control

Aim:
To manage minor public order situations with confidence, safety and professionalism.

Objectives:
By the end of this session, learners will be able to:

  • Assess and respond proportionately to low-level anti-social behaviour or disturbances
  • Ensure minimal disruption to community members during enforcement
  • Work safely and assertively when operating alone or in teams
  • Escalate incidents appropriately and liaise with police or emergency services when required
  • Monitor environments for emerging risks and maintain situational awareness

This training module supports the NCPS mission to ensure officers not only comply with the law, but act as ambassadors of fairness and professionalism within the community. All learners must complete this practical hands-on training before assuming operational enforcement responsibilities.
