Officer Training
At the National Crime Prevention Service (NCPS), we ensure our officers receive specialised training, industry certifications, and hands-on experience to maintain the highest standards of security, legal compliance, and professionalism. Training is delivered by experienced instructors, including certified educators, former law enforcement officers, former military personnel, and security specialists, providing comprehensive preparation for real-world security challenges.
Professional Delivery
NCPS combines formal instruction with on-the-job development. Officers licensed under Bulgarian requirements, or certified by equivalent EU regulatory bodies, receive additional training delivered in three ways: classroom instruction, scenario-based exercises, and supervised deployment in the field. This approach builds practical competence in risk assessment, conflict resolution, and situational awareness.
Patrol Operations
NCPS is dedicated to making communities safer through visible, proactive crime prevention. Our Community Patrol Support Officers conduct high-visibility foot and vehicle patrols to deter anti-social behaviour, within the limits of the law and the boundaries of the protected area . We work alongside residents and local partners to support public safety initiatives.
- Regulatory Compliance — issuing penalty notices for breaches of local regulations, such as littering and anti-social behaviour
- Community Engagement — handling disputes and promoting voluntary compliance through public interaction
- Evidence Collection — recording offences via body-worn cameras and taking witness statements
- Situational Control — managing low-level incidents with minimal disruption to the community
Detention and Force
NCPS provides on-site protection for private businesses, premises, events, and assets. Our Security Officers apply agreed procedures to control access, deter incidents, and respond to emerging risks, in compliance with the Private Security Activity Act and the Personal Data Protection Act (ZZLD) . Every deployment follows its requirements.
- Legal Use of Force — applying proportionate restraint only when necessary and justified under Bulgarian law
- Detention Procedures — conducting lawful detentions within the protected area under Article 58 of the ЗЧОД
- Incident Documentation — preparing thorough reports and securing physical evidence
- Police Handover — completing the handover protocol required under Article 58(3) of the ЗЧОД
Incident Reporting
NCPS operates under the oversight of the relevant authorities and is accountable for every action we take. Under Article 58 of the Private Security Activity Act, officers must immediately notify the police of any detention and complete a handover protocol in the presence of a police officer . Every engagement is conducted with professionalism, integrity, and respect for the law.
- Witness Statements — completing statements in accordance with Bulgarian procedural requirements
