Acceptable Use Policy
1. Introduction
This Acceptable Use Policy (“AUP”) defines the rules and standards for using the services provided by National Crime Prevention Service (NCPS), registered in the Commercial Register of the Republic of Bulgaria under (NCPS Ltd) Bulstat / UIC: 208390351.
By accessing or using any NCPS service, system or platform, users agree to be bound by this Policy, which ensures responsible, lawful and secure use in compliance with Bulgarian legislation, EU directives and applicable international laws.
2. Purpose
The purpose of this Policy is to:
- Establish clear guidelines for acceptable and lawful use of NCPS systems, communication channels and community services
- Prevent misuse, disruption or damage to NCPS operations, reputation or infrastructure
- Uphold public safety, transparency and accountability in service delivery
3. Scope
This Policy applies to all individuals and entities accessing or using NCPS services, including but not limited to:
- Employees, contractors and associates
- Clients, partners and affiliates
- Members of the public interacting with NCPS services or personnel
4. Acceptable Use
Acceptable use of NCPS systems and services includes:
- Lawful Activity Only: Services must be used solely for authorised purposes in compliance with Bulgarian, EU and international law
- Professionalism: All communications and conduct must be respectful and professional
- Relevant Communication: Use of services must relate to crime prevention, public safety or official NCPS work
- Data Privacy: Users must not access or process personal or confidential information without explicit authorisation and compliance with GDPR and Bulgarian data protection laws
5. Prohibited Use
The following activities are strictly prohibited:
- Unlawful Conduct: Fraud, unauthorised surveillance, data breaches or assisting in criminal activity
- Harassment or Threats: Abuse or intimidation directed at staff, clients or the public
- System Intrusion: Attempting to access or damage NCPS systems or infrastructure
- Spreading False Information: Publishing or distributing misinformation that could harm NCPS reputation or public confidence
- Cybersecurity Violations: Hacking, malware injection, denial-of-service attacks or security bypassing
5.1 Copyright, Trademark and Intellectual Property
Users are prohibited from reproducing, copying, distributing or using any content owned by NCPS without prior written permission. This includes:
- Written materials, policies and reports
- Logos, brand names and emblems
- Website layout, source code and design
- Training documents and proprietary publications
- Images, videos and other digital assets
All content is protected under international copyright laws. Select materials are registered with Copyright Index and other relevant legal bodies.
5.2 Misleading Domains, Impersonation and Abuse
The following actions are forbidden:
- Registering or using misleading domain names similar to NCPS (e.g.
ncps.bg,ncps.eu) - Impersonating NCPS personnel or using fake email aliases
- Misrepresenting affiliation with NCPS or engaging in deceptive digital branding
- Registering domains or accounts in bad faith to interfere with NCPS operations
Such actions may constitute trademark or copyright infringement and may violate applicable anti-fraud and cybercrime legislation.
6. Data Protection and Security Obligations
Users must:
- Comply with GDPR and Bulgarian data protection law when handling sensitive data
- Protect login credentials and restrict access to authorised users only
- Avoid sharing NCPS-related data with unauthorised third parties without proper legal basis
7. Monitoring and Enforcement
NCPS may monitor usage of its systems to enforce compliance. In case of violations, NCPS reserves the right to:
- Issue formal warnings or policy reminders
- Suspend or revoke access privileges
- Refer matters to law enforcement, including the Ministry of Interior or Cybercrime Unit
8. Reporting Violations
Violations of this AUP should be reported to the NCPS compliance team via:

Reports will be treated confidentially under Bulgarian whistleblower protection laws and EU Directive 2019/1937.
9. Modifications to the Policy
NCPS reserves the right to amend this Policy at any time. Updates will be published on the official website and may be communicated to affected users. Continued use of NCPS services following any update signifies acceptance of the revised terms.
